OSPAR - Upstream Offshore Chemicals Services

Chemicals used in the exploration, exploitation and associated offshore processing of petroleum in the North Sea are required to be registered under the Harmonised Mandatory Control System (HMCS) for the Use and Reduction of the Discharge of Offshore Chemicals (OSPAR Decision 2000/2).

Companies are required to submit a Harmonised Offshore Chemical Notification Form (HOCNF) to notify chemical products which will include hazard data derived using test protocols approved by OSPAR relating to toxicity, biodegradation and partitioning in the marine environment. In addition to submitting the HOCNF ccompanies registering oilfield chemicals under HMSC need to demonstrate compliance under REACH.

The REACH Centre can assist companies with the preparation of the HOCNF, assessing REACH compliance, analysing data gaps and developing testing strategies, as well as communicating with the Competent Authorities on client's behalf. We have understand the challenges that the chemical industry is facing to meet regulatory compliance and we can provide the adequate support you need to guide you through the process. Our experts have developed years of experience within HMCS and REACH and can provide the required expert scientific advice and policy support on hazard and risk assessments for offshore chemicals.

  • HOCNF preparation and notification: We can assist you in the approval of chemicals for use in the offshore oil and gas industry in the North Sea. For new products requiring registration we can suggest adequate testing strategies for HOCNF submission and conduct testing for you. For existing products requiring re-registration we can conduct a completeness check your HOCNF form and assess that the data submitted are compliant with the requirements under OSPAR HMCS.
  • Build weight of evidence cases for ecotoxicological endpoints required for HOCNF submission. A weight of evidence approach can be used to assess ecotoxicological endpoints required under OSPAR HMCS. This approach could reduce time, costs and animal testing. We can offer support with formulating weight of evidence cases on an ad hoc basis when appropriate under the scheme.
  • Manage requirements for offshore chemicals under OSPAR, REACH and BPR: Offshore chemicals are subject to requirements under OSPAR, REACH and BPR depending on the type of chemical and/or its primary function. Different criteria and requirements apply to the same chemical under these three legislation; we can help you manage your obligations by assessing the impact of each regulation on your substance and advising on the requirements.
